Acting chief electoral officer to get a new job

Craig James's tenure as the province's acting chief electoral officer will soon come to an end, with Keith Archer taking over that position on September 1. So what will Mr. James do then? Well, Public Eye has learned the government is moving to appoint him clerk of the legislative assembly - the top non-partisan staffer in the buildings. The present holder of that office, George MacMinn, will then take on a new role: clerk consultant.

Seriously? Just "appointed"? Why no panel process? Aren't all public service positions subject to the panel process? Why are these two positions (Deputy Clerk, Kate Ryan-Lloyd is being appointed as of September 1st as well) not subject to the merit principle like other public service positions?
