This is one of the strangest things we've ever seen in a government bid document: earlier this month, the Royal British Columbia Museum announced it was looking for a strategic marketing agency to work on projects ranging from brand development to advertising campaigns. The estimated annual value of that 25-month is $100,000. But there's a catch: according to the request for proposal, "it is expected that the successful agency will also give back to the RBCM by providing pro bono services for our annual fundraiser, Artifact or Artifiction?"
