Lockup locked-up

Stakeholders who want to get a sneak peak at this year's budget will have to travel to Victoria. In the past, those groups have been allowed to attend a budget lockup in Vancouver. But the government is now making that lockup a media-only event. The reason: according to a government spokesperson, it will help "manage the costs of shipping documents and catering." Stakeholders will still be allowed to attend the lockup in Victoria, which will take place on March 2.
