In fiscal 2005/06, the British Columbia Liquor Distribution Branch reported its stores were just 69 percent compliant with a requirement to ask anyone who appears to be under 25 for two pieces of identification. But, in its most recent service plan, the branch reported its stores were just 56 percent complaint with that requirement in fiscal 2008/09. According to the plan, "the LDB has an education program in place to assist staff and is working towards achieving" its goal of 100 percent compliance. Fancy that!
