A bureaucratic decision

Earlier, we exclusively reported former Campbell administration senior bureaucrat Diane Rabbani had been shortlisted to be the federal Liberals' new British Columbia executive director. And now we've learned Ms. Rabbani has been appointed to that post, starting work on July 20. The following is a complete copy of the email announcing that appointment.

Diane Rabbani Appointed as LPCBC Executive Director

The executive of the Liberal Party of Canada in BC is very pleased to announce the appointment of Diane Rabbani as Executive Director for the party in British Columbia.

Diane brings a wealth of energy and experience to the position. Most recently, Diane served as a Deputy Minister in the provincial government with responsibility for the BC Public Service Agency and the BC Leadership Centre. In those roles Diane and her team implemented changes and systems review that resulted in a dramatic increase in customer satisfaction. She also served as Merit Commissioner for the BC Public Service, ensuring that all appointments were based on merit and free of patronage.

Prior to her work in the BC government, Diane held various roles in the private sector, including Senior Vice President with Sobeys Inc., and Vice President, People and Organizational Development for Intrawest Corporation. Diane was responsible for all human resources initiatives at Intrawest properties and spearheaded the recruitment, training and management of hundreds of staff and volunteers annually. Diane was also responsible for a "Leadership School", enculturating Intrawest's vision and values amoung executive and senior management teams.

Diane has been a long-time supporter of the Liberal Party of Canada and has also been active in her community, having served on the Board of Governors for Langara College, the Advisory Committee of Selkirk College and Humber College, the Quality Council of British Columbia, and several other organizations.

Diane has most recently been completing her Master's Degree in Human Science, and thereafter will be starting in the party office on a full-time basis on July 20, 2009, but will be spending time in the office between now and then to assist with transitional issues.

Kimball Kastelen will be assisting with the transition as he moves into a new role in support of election readiness and campaign preparation, and he and Conrad Copeland will continue to assist members with any issues that arise.

I don't even know where to start with this paragraph!

Who are these 'customers' that are 'satisfied'? Who? Who?

I have never seen or had inside knowledge in a appointment decision in government that were based solely upon merit and free of patronage.

And does anyone really know what purpose the 'BC Leadership Centre' serves? Has anyone figured out it's reason for existence yet? No one in government understands it.

This does illustrate why there is constant unending change and churn in government - so that the executives and administrators have something to put on their resumes.
