The fifty-first state

The premier's innovation and excellence awards are supposed to "pay tribute to those employees who have contributed to the BC Public Service." But the video production services contract for the fifth annual awards ceremonies could be awarded to an American firm. And how do we know this, you may wonder? Well, in response to its request for proposals, the Campbell administration received the following question from a potential bidder: "Are you accepting proposals for this RFP from vendors outside of British Columbia, and if so, do we need to register with any agencies in your state (emphasis added) in order to be eligible to submit a proposal?" The response: "Yes, we are welcoming proposals from outside BC and no, you do not need to register to submit a proposal." The video production contract for this year's ceremonies came in at $149,726.71.
