
Earlier, we told you former Vancouver board of variance chair Terry Martin was being promoted as a possible Coalition of Progressive Electors executive candidate. And, sure enough, he's a member of the Labour for COPE slate, which will be running against the Group of Seven during tomorrow afternoon's coalition board elections. Other notables on the slate - which was first reported by Vancouver Kid - include former councillor Tim Louis, his partner Penny Parry and Headtax Families of Canada co-chair Sid Tan. The Sullivan administration recently cancelled the funding for Mr. Tan's position as the Downtown Eastside Residents Association's seniors coordinator. The following is a complete copy of that slate.

Here is a bit about each of them. At the meeting we will have a handout with the names written across the top.
Rider Cooey - strong COPE member, often appears at City Council to speak as a citizen to City Council activities including police issues
Angelica Gutierrez - independent community radio journalist for America Latina al Dia, a bilingual, political program on Vancouver Co-op Radio. Member of Vancouver Internationalist Bolivarian Circle 'Bob Everton'; strong COPE member
Paul Houle - social worker, longtime COPE member, currently treasurer on the executive, heavily involved in school issues
Tim Louis - two term City Councillor, founder of Handidart, longtime COPE member, on current executive
Penny Parry - longtime COPE member, currently membership secretary on the executive, former Child and Youth advocate for the City of Vancouver, current watchdog for the Fed of Child and Family Serving Agencies re the Hughes report

The COPE AGM ended on an interesting note. For the four member at large positions, there was a tie for 4th place between David Agee and Angelica Gutierrez with each getting a 160 votes. Then a lost ballot was suddenly found with an additional vote for Agee, bringing his total up to 161. A recount was made, but I left before the results were announced.
it ended in a tie.
thoughout the day, all the results were very close, with the group of 7 winning by around 20 votes, and at one point winning by just 6 or 7 votes.
to elaborate on the tie: after it was announced, discussion ensued about what to do. then, the scrutineers approached the front with an extra ballot that had been "stuck in the bottom of the ballot box."
unfortunately, instead of immediately calling for discussion on how to resolve the situation, donalda just blurted out the name on the extra ballot. perhaps she was carried away by her excitement at the 'victory' of her running mate (but then she's not exactly famous for fair moderation). at any rate, it meant that a nonpartisan discussion was rendered impossible.
despite this, people were pretty mature.
a re-count was proposed from the floor. the proposer was not a native english speaker and later tried to correct his motion to a re-vote. this wasn't popular. most folks had left the meeting by that point, as the AGM was a marathon (6.5 hrs!).
at the mike everything was civilized, though one of the new members-at-large called for the decision to stand without a recount, since it was so late in the day. not surprisingly, he was on the group of 7 slate. this received a lot of 'there's always time for the democratic process' heckling from the floor by everyone.
in the end folks decided to go with a recount, especially after an official request by Agee at the mike. this was capped off by one last comment from the scrutineers, who said they were pooped and didn't want to do the recount. other folks stepped up, and the recount commenced, 5 times, only to result in a continued tie. good thing there was a recount.
hopefully there will just be 5 members at large this year. it would be the most amenable solution, given the circumstances.
